Operator guidance

Claims and controls

Generic claim-safe fallback cards; always renders. A service with no featured image (and every fallback card) shows the claim-safe striped "add a photo" placeholder — NEVER a fabricated photo — so it looks complete during a build and swaps to real photos as service featured images are set.

Optional inputs: service posts, service featured images.

3 control groups are declared in the Engine manifest.
