Operator guidance

Claims and controls

Always renders; blank fields fall back to the template default, the page title, and the sentence-bounded auto subtitle. Image bg falls back to the featured image, then degrades to ink (never an empty frame). Agent CLI: `wp suds field-set page_header <field> <v> --page=<type>`.

Optional inputs: suds_header_* per-page fields, eyebrow arg, subtitle arg.

3 control groups are declared in the Engine manifest.
